Can I make a police report on behalf of someone in NYC [NYPD]?

It really depends on incident. For example, actual owner is needed to make a police report related to some larcenies (stealing). However, certain people may report if they have custody over property; for example, an employee of a store can make a report about stolen goods or items from the store. Actual owner of the store not needed to make the report. An employee can also make a report about a burglary or damaged property involving their workplace. If emergency or unsure, call 911 and explain what happened. Responding officers will evaluate the situation and advise further.
