You have bunch of options. In New York City, pretty much every block has Link Kiosk, from where you can call 911. Not only that, you can also call non-emergency 311, and any phone number in the U.S. If there is no Link Kiosks, you may ask someone to call 911, or you may walk into any nearest store or business and ask them to call 911.
